NEW and stringent measures to prevent fly-tipping of rubbish, especially from demolition sites, have been proposed by London County Council, which is seeking the views of local authority associations, the London Master Builders' Association, the Road Haulage Association, the Sand and Ballast Merchants' Alliance, and the National Federation of Demolition Con tractors.
The L.C.C. says it proposes to provide in its building and civil engineering contracts for loads to be tipped only at recognized dumping grounds. At the dumping ground receipt of the load could be recorded and payment made to the driver only on production of the receipt. This control would be operated by the contractor, but it would be possible to require the contractor to produce evidence that the spoil had been dumped at the approved dump or dumps. The L.C.C. suggests that the L.M.B.A. and the R.H.A. might consider drafting a standard clause, making similar provisions, for inclusion in contracts between contractors and hauliers. It is further suggested that a list of offenders in flytipping be kept and circulated, and that official associations should ask their members not to employ black-listed drivers.

Raising and lowering the upper foredeck is effected by a hydraulic ram placed centrally underneath the bulkhead and, when it has been raised to its travelling position, locking pins are automatically engaged.
A hydraulic vertical-lift jack is provided under the corner of the main platform for.raising the platform to free the rear axles and detach the tractive unit, and for lowering the platform to the ground for loading.
