Which of the following most accurately describes the problem?

I READ WITH INTEREST the anonymous letter sent in by an operator regarding VOSA's proposed Operator's Rating Scheme (CM 31 March).We were sent a copy of the correspondence and,after checking with several branches of VOSA (who had not heard of it), we came to the conclusion it was a hoax and advised colleagues and clients alike. Imagine how amazed we were to receive several snotty replies from industry bodies informing us that they were fully aware of this initiative and it had been on the cards for years. What a shame it is that they felt that their members did not need to share the information.

We were intrigued, and contacted the VOSA official who had sent the letter. She discussed the matter openly and at length.The initiative is quite genuine, but is in the very early stages of a feasibility study.We arranged for her to visit our part of the world and address a meeting of those local road transport operators who could be affected. She presented the initiative clearly and effectively, giving those present the opportunity to put forward their views.

Points discussed ranged from concerns over the 'protection racket' through relative legalities of benefits, VOSA becoming self-funding etc.The consensus was that the requirement for such a scheme would be decided by UK operators; not by the unbidden whim of VOSA.

The replies to our original e-mail denouncement of the scheme, when set against the relative benefits gained by both sides at the forum, indicate that the pro-active approach will be more beneficial than the blinkered,knee jerk reaction no matter how well intentioned.
