Which of the following most accurately describes the problem?

• The London lorry restriction was introduced by the GLC in January 1986.

Vehicles over 16.5 tonnes are restricted on certain streets-but no trunk roads-at the following times: • Monday to Fridays from 2100 hrs to 0700 hrs the following day. • Weekends from 1300 hrs on Saturday to 0700 hrs on Monday. Arriving early to avoid hold-ups in traffic congestion is not considered a legitimate reason to enter the restricted area, even if a permit is displayed. A permit is recognised by all 20 boroughs which support and fund LBTS. The 13 boroughs OUTSIDE the LBTS are also obliged to enforce the restriction. These are: Harrow, Barnet, Enfield, Redbridge, Hillingdon, Havering, Ealing, Westminster, Bexley, Wandsworth, Kingston, Croydon, Bromley. LBTS permits may be recognised, confirmation is recommended.

If passed in its current form, clause 24 of the Deregulation and Contracting Out Bill will abolish the existing permit system. It will not abolish the restriction or effect Condition Five.

Local elections in May might change the numbers of boroughs involved in LBTS. Members are largely Labour or Liberal Democrat controlled.
