plan to scrap national HGV taxes and replace them with a European system based on the annual distance travelled by each lorry. Junior transport minister Peter Bottomley is expected to claim that a Brussels-based taxation system could lead to needless expense and administrative problems for British hauliers.
The plan to block the move, which was revealed in a leaked Department of Transport memo could throw Brussels bureacrats into chaos. They have drawn up a draft directive for agreement by July 1988, but Britain's opposition would threaten that.
