Which of the following most accurately describes the problem?

Truckers' News from the national truckstops chain run by Truckers Catering (that's enough trucks, Ed) I spotted an advert telling drivers: "Truckers can be sure of Shell," Sure of what? Last week, the company was forced to admit before the House of Commons trade and industry select committee that you cannot be sure the fuel sold at a Shell forecourt was produced at a Shell refinery. The company, it seems, frequently mixes it with fuel from other producers, especially if their local refinery or bulk storage facilities are closer and therefore cheaper than the nearest Shell source.

It didn't help matters when Shell boss Jaap Klootwijk told the all-party committee of MPs that Shell's refining process was superior to its competitors. It is good when you can get it, obviously.

One thing is for sure, at a Truckers Catering truckstop, the eggs is eggs and there's no beef about the bacon.
