Which of the following most accurately describes the problem?

• Spicer Axles-Dana, the West Midland axle specialist, has won its first export order to supply up to 2,000 standard trailer and low-loader axles to Basmaior, Portugal's largest trailer manufacturer.

Basmaior, which is also acting as Spicer's agent in Portugal and Spain, will pay up to E400,000 in the first year, and Spicer hopes to be supplying 5,500 axles a year by 1991.

Most of the order is for standard models with a capacity of between 6.5 tonnes and 11 tonnes, but 20% is for the company's new low-loader axle, based on the standard range but with smaller hubs, brakes and wheel fixings suitable for 15, 16 or 17m wheels.
