Which of the following most accurately describes the problem?

LICENSING AUTHORITIES have been told that increased efforts to detect overloading offences must be accompanied by more prosecutions.

Transport Secretary Nicholas Ridley attempted to defuse the controversy over overloading tolerances this week when he said the Department of Transport had written to all eight LAs, setting out the position as to the law and drawing attention to increased resources that had been made available for prosecutions.

He pointed out that he had authorised the Eastern Traffic Area to increase its staff specifically for that purpose.

Some Traffic Areas were concerned that the greater attention being given to prosecutions meant that they were running out of the money set aside for their legal costs.

But Mr Ridley has made clear that they should not feel inhibited by that problem and he will make any necessary cash available.
