Which of the following most accurately describes the problem?

SOME FINES imposed on British operators who fail to meet the detail of French regulations are out of proportion with their severity, the Freight Transport Association has told the Government.

It has told the DTp is is alarmed by an increasing number of fines being imposed on British operators for such detailed errors as small mistakes filling up a T-form.

While it stresses that operators should always take care that they meet the law's demands, it believes that the French Customs' action could bring it into disrepute.

It wants the DTp to raise the matter with the French authorities to try to establish why French Customs are pursuing such action.

And it has underlined its annoyance by saying that such action inhibits the free movement of goods across frontiers.
