Which of the following most accurately describes the problem?

CLAIMS by the anti-lorry lobby that rich pickings are to be had from haulage are "utter nonsense", Road Haulage Association chairman Harold Russett said last week.

Mr Russett, who was speaking to RHA members in Bristol last Friday, said even the best companies in haulage were working on 3.3 per cent profit margins, and the claims of rich pickings were nonsense.

"The Government of course also knows it, but listens too intently to those who won't acknowledge the magnificent and vital service to trade and industry which haulage provides, and at all-too-low a price."
