A Under these conditions congestion could be a possibility, but it,is believed British
Railways contemplate three-shift working at terminals which will necessitate similar flexibility on the part of professional hauliers and C licence operators. This will be difficult enough to achieve and, in itself, would appear to offer only a partial solution. Ultimately it would seem that manufacturers sending and receiving freightliner containers will also need to do so on a 24-hour basis, if freightliner expansion is to he achieved to the satisfaction of the customer.
