Which of the following most accurately describes the problem?

STEPS are to be taken by Sunderland

Corporation to remove fares anomalies following its takeover of the former Sunderland rural area with its population of 30,000. The Corporation's buses, which have a flat rate system of fares of less than 4d a journey, do not yet operate in the added area, and people living there have to use other buses, paying up to ls a fare.

Mr J. Jamieson, chairman of the Corporation transport undertaking, said it would take many months to sort out the complications and any changes would require the approval of the Traffic Commissions.

Sunderland ratepayers, in future to include the Sunderland rural area, pay a 4d rate to subsidize the transport undertaking.
