Which of the following most accurately describes the problem?

AiREPORT of discussions between municipal passenger transport undertakings and the trade unions concerned, on the question of higher pay for employees in the body shops of the undertakings, prompted a protest at a recent conference of North-western branches of the National Employers' Association of Vehicle Builders at Morecambe.

The conference adopted a resolution that strong representations be made with regard to separate wages agreements being made by municipal authorities, and asked the Association's executive council to take the matter up in the proper quarters.

Speaking on the proposed consolidation of basic wage rates and war bonuses, which the National Arbitration Tribunal recently referred back for

settlement between the employers and trade unions. Mr. J. E. Bissell. of Birmingham, said that several meetings had been held on the problem. The main point was to avoid any increase in cost of production, especially where payment by results was the custom.

In shops where the flat wage rates operated, consolidation would not make any difference, but it was necessary to protect the methods of payment by results, and to ensure that they were still dealt with domestically and not nationally.
