Which of the following most accurately describes the problem?

II Formby Transport Services has been granted a licence for 12 vehicles and trailers by North Western Licensing Authority Martin Albu. The company is run by Dennis Appleton, a director of DE Appleton (Haulage), whose licence for 30 vehicles and 26 trailers was revoked on maintenance grounds last September (CM 24-20 September 1989). F-rs was granted interim authority last November. In July the LA decided not to revoke the authority despite 14 prohibition notices issued to the company's vehicles (CM

19-25 July).

Director Dennis Appleton told a Manchester public inquiry that DE Appleton Haulage was still trading, and acted as a clearing house for Formby Transport.

He was not aware of any vehicles that were not taxed because cheques in payment of vehicle excise duty had been returned. From time to time vehicles had not been taxed when they were used on the docks, but at the present time all the vehicles were taxed, he said. There had been one prohibition since the last inquiry, involving a tipper where the hinges were damaged, but there were no prosecutions pending.

Consultant engineer Robert Widgery said that since the last inquiry he had visited the company in July and August and there had been a reduction of the number of faults found.
