Which of the following most accurately describes the problem?

• West midlands PTE has announced the results of the first round of its tendering process for bus routes not registered to run commercially.

Of the 106 routes on offer 37 attracted nil tenders and will be operated on a commercial basis. The PTE is not obliged or required to publish the names of operators submitting nil tenders.

West Midlands Travel, the new PTE bus operating company won 51 of the remaining contracts. Next most successful operator was National Bus Company subsidiary Midland Red West with 10 contracts. Independent Solihull and District Omnibus Company has taken four contracts, NBC operator Midland Red South two contracts, independents Invincible Travel and Vanguard Coaches one contract each.

The services in this batch are a mixture of school and factory journeys and extra journeys on routes already registered. Some are all day services.

A number of routes have changed hands in the round. West Midlands Travel is to take on some out-of-County routes including an inter-urban Birmingham to Hereford Sunday service. It has also won back several routes originally operated by Heart of England which were won on a short term contract basis earlier this year by Midland Red Coaches. MRW has won some Sunday services in Birmingham now operated by WTI..
