Which of the following most accurately describes the problem?

BRITISH RAIL is considering abandoning the collection and delivery of rail freighted parcels. The BR Board says it may continue to transport parcels between stations, but might no longer offer collection from the place of despatch or direct delivery to the final destination.

BR is keen to point out that the proposals under discussion are merely being considered, and that much depends on productivity talks with the rail unions.

There are also plans to close several freight yards over the next two years, but again BR says that the closures are only under consideration. Any changes in BR's structure will be phased in slowly, a spokesman told CM.
