THE Road Transport Industry Training Board awaits with some trepidation the outcome of the Manpower Services Commission Report on industrial training boards. It should know its future next month.
If the proposals of the Road Haulage Association carry any sway, then RTITB would be reduced to a shadow of its present stature. Serving in a mere advisory and consultancy capacity is hardly the role it is designed for. It is almost as if RHA were seeking the demolition of Capitol House, Wembley.
The feelings of the levy-paying operators are understandable. They feel that RTITB has served what useful purpose it had but like "the man who came to breakfast" it has overstayed its welcome.
The Board has served a useful purpose. In the face of almost militant opposition it has introduced a training structure to transport and its endeavours have borne fruit. However, the time has surely come for it now to examine itself.
After 11 years its role must change; its structure must alter. Does it need the same quantity and type of staff, is its accommodation not now perhaps too big, might it not sell its expertise abroad — become a trading organisation? It could sell consultancy services to its members and become self financing.
These are some of the points RT1TB could take to the table when it discusses its future with RHA next Month.
