Which of the following most accurately describes the problem?

• Heavy goods vehicles should be restricted to 60 mph on motorways—this is a recommendation the RHA highways and traffic subcommittee has made after studying the MoT discussion paper. How fast? And the speed limit for commercial vehicles should not be increased, says a report in Roadway.

The sub-committee disagrees with the proposal for minimum speed limits, but it believes experiments should be made with count-down speed limits—and that the speed should be written on the road rather than on roadside signs.

It believes that bans on loading/unloading should be lifted from nearly all taxi ranks and bus stops. Furthermore, where kerbside space is occupied by parked cars, double parking should be allowed for loading/unloading.
