Which of the following most accurately describes the problem?

drive an 11-seater minibus empty or not carrying passengers for hire or reward?

AAssuming the unladen weight of this

vehicle is below 3 tons and therefore conies in the legal category of a "motorcar" then it could be driven by a driver of 17 years of age or over providing it is not operating as a p.s.v. If it were, the driver would have to be 21 or more.

However, the proviso should also be made that if a p.s.v. was operating a bus service and at any particular section on the journey it happen to be carrying no passengers it would still legally be a p.s.v. and therefore the driver would need to have a p.s.v, driver's licence.
