A It should first be emphasized that the F
licence to which you refer relates to a category of excise duty payable. There is a common misunderstanding that it is a form of carriers' licence comparable with an A, B or C licence.
However, when a vehicle operates under an F licence it is registered in the name of a person engaged in agriculture, for use on public roads solely for conveying produce or articles for the purpose of the agricultural land he occupies and for no other purpose.
It is permissible, however, for the operator of an F-licensed vehicle to carry produce or articles required for another farmer provided that the vehicle is so used only occasionally and that the goods carried for another farmer represent only a small proportion of the total load carried. Moreover, no payment or reward may be made or given.
