Which of the following most accurately describes the problem?

V OLLOWING an agreement between 'Taylor Woodrow Construction Ltd., two of its agents and objectors last week (COMMERCIAL MOTOR, October 6), eight more tippers were licensed on Tuesday in Birmingham to work on Contract 5—a section of MI to M6 link road.

The agreement stipulated that, out of the 120 vehicles a day required by Taylor Woodrow, 50 vehicles would be supplied by the objectors and 70 would be licensed to Taylor Woodrow and its agents, Longford Construction Co., and W. E. G. Howells and Partners. At that time West Midland LA Mr. J. Else said that he would not grant any licences where the applicant had been in breach of the regulations, •whether it be an enforcement or technical matter.

On Tuesday, the deputy LA, Mr. R. A. Hall, granted B licences for one year to M. J. Boxon for two vehicles, and L. E. Smith, J. N. O'Connor, S. Irving, 0. Samuels, R. Wootton and L. R. Sandau, all for one vehicle to work on Contract 5.

An application by J. L. Ewers to vary the conditions relating to two of his vehicles to undertake this work was refused. For Howells, Mr. J. Langham said that in terms of the agreement he was unable to support this application but would give an assurance that should any of the licensed operators fall out, applicants such as Mr. Ewers would be considered first for replacement.
