Which of the following most accurately describes the problem?

by lain Sherriff ALL LICENCES granted in connection with work on M6 by Mr. J. Else, the West Midland. LA, will carry similar conditions. Following last week's hearing in Birmingham, Mr. Else asked the principal contractors, Taylor Woodrow (Construction) Ltd., to submit a list of the applicants it was supporting (CM October 6). There was a further hearing on Tuesday and one more is listed for next week.

In the meantime Mr. Else has decided that the condition attached will be: "Excavated spoil and road making materials within 15 miles of Becot for or on behalf of Taylor Woodrow (Construction) Ltd., in connection with their Contract 5 —Becot, for the construction of M6 Motorway".

All full currency licences issued will be for 12 months duration only. This is the minimum period for which a full currency B licence can be issued. The LA's office stated this week that it is anticipated that the work will be completed within the period of the licence. Of the 120 vehicles required for Contract 5 the objectors to the application will be providing 50.
