THE WELSH Deputy Traffic Commissioner. Lester Maddrell, has decided to impose a number of environmental conditions on a Bargoed operating centre used by Trevor Edmunds, who holds a two-vehicle licence. The DTC was informed that the site was of a sufficient size to house a 26-tonne vehicle; that visibility along the access road and on the exit to the public road was good; that the access way needed regular maintenance; and that while the track was narrow, it would still he possible for vehicles and pedestrians to pass by one another with care.

Two neighbouring residents gave evidence at the five-yearly review that the vehicle operated was far too big for the access.

They also complained about noise, pollution and dust, and that fencing had been damaged.

Edmunds said that normally he would come and go between 08.00 and 18.00 hours on Monday to Friday and that he did not move the vehicle at night.

There would be usually one movement in and one out per day, but there might be a need for more occasionally. The access track was negotiated in first gear.

At the review, Edmunds was agreeable to undertake the upkeep and maintenance of the access road to the reasonable satisfaction of the local council.

In addition, the DTC opted to impose a number of conditions, including the reduction of speed along the access road to 5mph, limiting the hours of operation, and that the entire length of the access road be maintained to a standard consistent with the reasonable requirements of Caerphilly Borough Council.

In addition, Maddrell also limited the maximum weight of vehicles to be used by Edmunds under the licence to 26 tonnes.
