Which of the following most accurately describes the problem?

by 4% THE AVERAGE basic rate for an artic HGV driver is now £7.06/hr. almost 4% higher than last year. according to a Road Haulage Association (RHA) survey.

A driver of a rigid HGV is paid on average £6.52/hr, 2.7% more than in 2002. And the south-east is the highest paying region, where average basic pay for HGV drivers is £7.70/hour.

The findings have been published in the annual Income Data Services survey of pay and conditions for distribution workers. It reveals that overtime earnings remain undiminished and typically constitute a third of overall weekly earnings. Moreover, almost 80% of the 92 companies surveyed had drivers who regularly worked more than 48 hours a week. This suggests little action has been taking to comply with the average 48-hour working week limit to be introduced in March 2005.

"It tells us what we know already, says the RHA's head of employment, Ruth Pott. -Pay rates are going up,and recruitment problems are worsening."
