Which of the following most accurately describes the problem?

• A special vehicle check on the minor roads of Workington, Cumbria, revealed serious defects on almost all the lorries stopped.

Workington police and the Vehicle inspectorate targeted back-streets in a bid to spot illegal vehicles during a four-day operation codenamed Operation Odometer, says Sergeant Steve Lambert.

Out of the 72 lorries stopped, four vehicles were ordered off the road immediately for having serious defects while 10 received delayed prohibitions and 39 defect notices were issued.

Three operators were reported for 0-licence offences and two drivers were reported for not keeping proper tachograph records.
