Which of the following most accurately describes the problem?

EVEN ON THE motorways which were built primarily for them, lorry drivers can never do right. If they cruise at the legal maximum speed of 60mph they are reckless and if they drive more slowly they are obstructive.

Their critics clearly lack the skill and experience to adjust their driving to conditions on motorways and have no place there. They should stick to country roads or, better still, stay at home.

Whatever the lorry haters and motorway rabbits say, there is every reason why goods vehicles should be allowed to travel at 50mph, instead of 40mph, on all-purpose dual carriageways where the general speed limit is 70mph. The Freight Transport Association's campaign against the Government's failure to raise the limit after accepting the idea should be widely supported.

The opportunity for industry to save millions of pounds by safe, higher speed has so far been lost. So has the tax on the greater profits that the savings would permit. That money might have helped to resolve the health workers' bitter dispute.
