Which of the following most accurately describes the problem?

THE FREIGHT Transport Association and Road Haulage Association have welcomed the 38tonne decision, as far as it goes, but are unhappy that all other Armitage vehicles have been dropped.

The ETA said it was a "victory for commonsense over prejudice and emotion" and that it would save British industry £1.5bn over the next 10 years.

An RHA spokesman said it would end the uncertainty facing operators over their fleet purchasing decisions, and hoped that no more weights and dimensions changes would be proposed for some years.

Both said that the benefits would have been greater with heavier lorries, and the RHA said particular stress on the potential operational benefits to be gained from running the existing 32.5-tanners at 34 tonnes, as the Government still intended a year ago.
