Which of the following most accurately describes the problem?

CONSERVATIVE MP Jon Wheeler (Paddington) has challenged London Transport to reduce its fares by improving efficiency. He said in a speech to a group of Paddington Conservatives that the Greater London Council's obsession with low fares is "sadly unconstruc tive." He felt that any politician worth his salt and put in a position of responsibility over LT would concentrate on how fares could be reduced by increased efficiency and not by passing the buck on to the ratepayer.

He challenged what he called the present "Marxist" GLC either to adopt certain proposals for increasing LT efficiency or to say why they are not doing so.

He wants action on bus stacking, competition in maintenance, stamping out fraud, liason with British Rail, improved bus ticket sales and curbing restrictive practices.
