Which of the following most accurately describes the problem?

'ENERGY efficiency and good design are interestingly linked, according to Lord Skelrnersdale, Government spokesman on energy in the House of Lords.

Speaking at the Design Council Exhibition on energy conservation, Lord Skelmersdale also said that although the conservation message has got across to most people it still had to be put into practice.

He suggested that new technology needs new designs. A thinner steel than at present used, yet one that was just as strong, could save energy in many ways.

It would require less energy to produce and would also bring savings in use due to its lower weight.
