Which of the following most accurately describes the problem?

In Commercial Motor of April 8, there was a letter from Mr Jackson Moore in response to mine of March 25. In his letter, Mr Jackson Moore stated that mine was — and I quote — "a totally untrue letter".

What I said was: "The French regulations about the installation and calibration of tachographs are very strict."

My statement is completely supported by France introducing legislation to advance the installation dates for certain vehicle categories (Articles 1 and 2 of the decree dated June 16, 1976, published in the Journal Officiel de la Republique Franca4e, edition July 2, 1976).

According to this decree, goods vehicles registered for the first time between January 1, 1971 and December 31, 1974, with a gross vehicle weight of 12t to 18.5t must be fitted with EEC recording equipment by September 15, 1976, and those above 6t and to 12t by January 1, 1977.

It is clear that this French regulation is to ensure that EEC recording equipment is fitted to all vehicles covered by the regulation (EEC 1463/70) at the latest by January 1, 1978.

This is a fact, and I cannot, therefore, see my statement to be untrue or exaggerated.
