Which of the following most accurately describes the problem?

Haunch of Newton Commercial Vehicles, said that only two weeks ago he had been approached by a traffic department officer and informed that he would have to pay £10 for every vehicle he recovered to ensure that his company were called for future recoveries.

Mr Haunch said that when he had complained about this practice in the past, policemen had been suspended and in some cases, dismissed. He said that he had been instrumental in having the question raised in the House of Commons. However, Mr Haunch claimed that such action had proved self-defeating because since his reports and Parliamentary questions, he had received little or no recovery work from the police.

Chief Superintendent Jones accepted that this could happen, although everything was done to ensure that it was stamped out. He admitted, however, that there was no easy answer and recommended that all such incidents should be reported immediately to the police officer's station superintendent.
