Which of the following most accurately describes the problem?

THERE were 1,533,000 vehicles with icarriers' licences in the United Kingdom at September 30 last, an increase of 13,000 over the previous year. Of this total 1,319,000 were on C licences-7,000 more than the previous year. This information is contained in the Annual Reports of the Licensing Authorities (from October 1, 1964 to September 30, 1965) which were issued this morning by HM Stationery Office, price 6s. 6d.

Evidence is shown of increased enforcement activity. Last year there were 206,418 vehicle examinations throughout the country, resulting in 64,335 GV9 notices of which 14,017 were immediate stop notices. The previous year there were 169,747 examinations and 51,627 stop notices of which 11,178 were immediate.

Almost without exception the LAs emphasize bad maintenance. Many echo the remark of the Metropolitan LA, Mr. D. I. R. Muir: "If brake efficiency tests had been possible there is little doubt that the percentage of prohibition notices would have been higher."
