THE Minister of Transport has asked local 'authorities for their views on a proposal designed to cut costs and increase efficiency in design and construction of motorways and major trunk road schemes. The proposal involves a radical change in the present system, involving a new partnership between the Ministry and the county councils, with Ministry and county engineers working together.
Under the Minister's proposals the engineering resources of the counties and of the Ministry would be regrouped to form a small number of large planning and construction units, each to be responsible for major motorway and trunk road schemes in an area embracing several counties.
The units would be staffed by Ministry and county engineers and the head of each unit, who would be directly responsible to the Ministry, would be assisted by a standing committee on which the counties in the area would be represented.
