Which of the following most accurately describes the problem?

THE full programme for the tenth congress of the International Road Transport Union (IRU) has now been published by the TRTA, who are providing the administration and secretariat. As recorded previously in COMMERCIAL MOTOR, this congress will be the first to be held in Britain and it will be presided over by Mr. K. C. Turner, the IRU's first British president.

On the opening day (June 6) a presidential executive meeting will be followed by speeches of welcome from the Minister of Transport, Mrs. Barbara Castle, Mr. A. R. Butt, immediate past chairman of the RHA, M. Lambert Schaus, transport member of the EEC Commission, and Mr. K. C. Turner. On the second day there will be meetings of all three sections of IRU and of the Council of Direction, while on the third day there will be a plenary session with reports on the activities of all the sections and one by the secretary-general of the IRU. His counterpart at the European Conference of Ministers of Transport, M. Corbin, will speak at this plenary session and there will be addresses by members representing overseas delegations.

Thursday's closing session will comprise a statement on IRU policy by Mr. Turner and an address by the UN representative, Mr. G. Masson, director of the transport division of the EEC.
