Which of the following most accurately describes the problem?

• Leedham Garages were granted two new stage carriage services—Ellesmere Port to Birkenhead and Saltney—in Chester last week. The North Western Traffic Commissioners granted the applications for a trial period of three months, although the applicant admitted that he had already operated the services, illegally. Crosville Motor Services Ltd objected to both applications.

Mr C. R. Hodgson, chairman of the Commissioners, said that if Crosville was, after negotiation, able to provide suitable services to the Van Leer (UK) Ltd factory, at Ellesmere Port, he would review the situation. Otherwise the grant to Leedham Garages would be extended for the full term.
