Which of the following most accurately describes the problem?

• "You should be warned if 'indeed your subsequent performance as a haulier indicates that you have not taken advantage of this hearing, as it can mean your licence will be reduced or eliminated." So said Maj-Gen A. J. F. Elmslie, South Eastern LA, when granting an operators' licence to Mr Douglas Broad at one of the area's first 0 licence hearings. Mr Broad, of Lancing, was granted the licence in respect of a tipper, operated under his own name, and in respect of two artics and a rigid, operated under the name of Pauldor Transport Ltd, of which Mr Broad is managing director.

Mr Broad said he would have better maintenance facilities if he was granted planning permission to build a warehouse and garage on his present site. Until that time, he added, he was making arrangements with a garage at Hove to carry out the maintenance and repairs.
