Which of the following most accurately describes the problem?

• The Franco-British road haulage quota for the 12 months from February 1 has been increased from '7,000 to 15,000 journeys. The additional quota for "piggy-back" transport of 1,000 journeys is retained, and journeys using this service from French seaports to Italy will be quota-free and will require no permits. Permits will be issued without limit for journeys not exceeding 25 kilometres-16 miles—from the port of disembarkation. The journey between Dunkirk and the Belgian frontier falls within this limit.
