THE 50-word normal user sought by J. Swain and Sons, Middletown. Welshpool, when they applied for a group of special-A vehicles to be transferred to A licence, was strongly criticized, on Tuesday. by Mr. Idris Owen, South Wales Licensing Authority, deputizing for the North Western Authority.

He said the users proposed by Swain's and by another haulier, Mr. A. H. Williams, Welshpool, were farcical and tantamount to B-licence conditions. Both applications were unopposed. Swain's wanted four vehicles transferred and Mr. Williams one vehicle, but the cases were adjourned. Mr. J. Edward Jones, for the two hauliers, submitted that it was normal practice in the North Western Area for the Road Haulage Association to advise members to seek a detailed normal user covering past and present activities, This allowed objections to be met and saved administrative wort. Mr. Owen replied that much of the wording of Swain's proposed user was superfluous--" goods, mainly livestock, agricultural produce, requisites and feeding stuffs, foodstuffs, parcels and paints, building materials and plant, road

materials and plant, machinery and spares. solid fuel, timber, paper, steel; Wales and Border Counties, Lancashire, Staffordshire, Yorkshire, Midlands. North and West England, Leicestershire, Oxfordshire, Nottinghamshire, London and Southern Counties, and Scotland."

The Licensing Authority was given only figures of gross earnings and was unable to judge the proper user from the information at hand. A grant in such circumstances would be bad for the industry, he said, and he would not proceed further with the applications until the users were amended.

Full lists of destinations, the number of times visited and good carried were required to enable the Authority to ascertain if the proposed user was justified.

Mr. Edward Jones said these cases could be put forward only in accordance with R.H.A. instructions received, but he agreed with the Authority. Such pronouncements would do much to assist the industry in transfer applications.

MR. FOUI.EkS TO HEAD PICKFORDS

THE new divisional manager of the Pickfords Division of British Road Services when Mr. Charles Bostock retires on April I will be Mr. Duncan H. Foulds. He joined Pickfords, Ltd., in 1937 and eight years later became assistant chief parcels manager of Carter Paterson and Pickfords. In 1957 he was appointed commercial manager of B.R.S. He is a director of B.R.S. (Contracts), Ltd., and chairman of the London and Belfast companies of Anglo-Continental Container Services.

Mr. Bostock became secretary of Pickfords, Ltd., shortly after joining them in 1927. in 1950 he was appointed to his present post.
