Which of the following most accurately describes the problem?

THE Minister of Transport has told the Central Transport Consultative Committee that they have no authority to submit a report on the Transport Bill.

Viscount Swinton gave this information in the House of Lords last week, after Lord Lucas of Chi!worth and Lord Burden had asked the Government to publish a letter from the committee giving their views on the Government's proposals.

He said that attached to the minutes of the last meeting of the committee was a draft of what a majority of the members proposed to say. The Minister had told the committee that such a report was outside their jurisdiction. This view was shared by some members.

Viscount Swinton denied a statement by Lord Lucas that the report had been sent to the Minister at the Minister's invitation. It was alleged to contain the Words: "We are of opinion that there is a grave risk of disruption of the present road haulage services at the point at which the transport assets are sold to private hauliers. ' In our view, it is important that the services now available should not be impaired."

The Minister told the committee that he would be ready to co.rsider any suggestion that they might properly make on the Bill.
