Which of the following most accurately describes the problem?

• A Vehicle Inspectorate check on Cardiff's light goods vehicles last week found that fewer than half of the vans stopped were fit to be on the road — and three of the 27 vehicles checked were towed off to the scrapyard.

Three HGVs were pulled in, and two were issued with immediate prohibitions. The VI describes the results as "alarming".

Of the 14 light vehicles issued with prohibitions for brake, lights or tyre faults, nine had immediate bans imposed, requiring them to head back to their bases or to a garage for remedial work.

Several drivers were reported for possible prosecution. The check found a total of 72 defects. Most of the vehicles were tradesmens' vans, says the VI's Ken Joyce. "Light vehicles often don't have the same maintenance as an HGV does," he adds.
