Which of the following most accurately describes the problem?

• A licence condition banning parking outside an operating centre also prohibited loading and unloading of the operator's vehicles there, the Transport Tribunal has ruled. Havering Borough Council had appealed against a decision of the Metropolitan Licensing Authority to grant a three-vehicle licence to E Hawkes (Ceramic Tiles) of Tudor Avenue, Romford with environmental conditions, including a ban on parking on specified roads. Clarification was sought from the Tribunal on what "parking" amounted to. The Tribunal decided that a vehicle was "parked" when stationary at the end of its journey or during a break in a journey, whether attended or not, and regardless of for how long. But the case was remitted to the LA to make it clear whether he had intended to ban loading outside the depot.
