Which of the following most accurately describes the problem?

• North Western Deputy LA Kenneth Birchall has granted Merseyside operator L Greenberg a new licence for 14 vehicles and two trailers — in April he revoked the company's previous licence, for 20 vehicles and two trailers, after it failed to attend a Manchester disciplinary inquiry. At that time Birchall expressed concern about the company's maintenance record and said he had heard it might be in liquidation (CM 15 April-1 May).

The DLA said that the company was currently operating under interim authority. He needed to be satisfied about its finances and maintenance arrangements.

Keith Spencer, director and company secretary, said Greenberg was now a workers' cooperative of 58 shareholding employees with five directors.

After examining financial evidence Birchall said that he was satisfied that the company was in a healthy position.

Questioned about the maintenance arrangements Spencer said that the FTA was carrying out the inspections and any necessary work was undertaken by a commercial garage.
