Which of the following most accurately describes the problem?

• A former 0-licensed haulier was granted a new A licence with a wide normal user in Chester last week when he applied to the North Western LA, Mr. C. R. Hodgson, to take over a vehicle and licence which had previously been very restricted.

P. Proudlove and Son, Malpas, was applying to take over the licence formally operated by Mr. M. Allman who had died last year and who had carried livestock to local markets. Proudlove operated four vehicles on 8, serving virtually the same rural area as had Mr. Allman, and now sought to absorb his vehicle into the fleet and extend its operations, said Mr. G. H. P. Beames for the applicant.

Mr. Philip Proudlove said he wanted to offer a better service to his customers.

A Wrexham farmer, Mr. H. E. Jones, said he was not satisfied with the service given by the railways for the transport of his calves to Scotland. It used to be done overnight but now took two days and he wanted Mr. Proudlove's share of the work to increase.

He had had the utmost difficulty moving his animal feedingstuffs long distances, Mr. E. H. Davis, Malpas corn merchant, told the LA, and Mr. Proudlove could certainly have his business. Three other witnesses and letters also spoke of need.

The licence was granted for the 4. ton flat: "Livestock as required, agricultural products and requisites, steel, farm buildings, fruit, paper and cardboard products; Wales, Cheshire, Shropshire, Lancashire, Midlands, Bristol area, Leicestershire, Southern Counties and Scotland."
