• It was the duty of a Licensing Authority not to deal harshly on the spot with a company whose vehicle maintenance was in a poor state, if there was a glimmer of chance of an improvement, because he was primarily concerned with improving the state of vehicles on the road, the North Western LA, Mr. C. R. Hodgson, told an inquiry in Caernarvon last Friday.
Grey Motors Ltd,, Bethesda, was applying for a new B licence to modify a complicated set of conditions on 12 vehicles and it was being heard under Sections 174 and 178. Over the past 18 months it had cost him and his staff a great deal of time, said the LA. The application was part heard (CM September 20 and December 1968, February 28 1969).
Mr. D. J. Passey, MoT vehicle examiner, Colwyn Bay, said he had revisited Grey Motors two days previously and there was a great improvement in the maintenance facilities and the condition of the premises as compared with last September. Monthly inspection records for each vehicle had been kept for the last six months, On behalf of Grey Motors, Mr. C. H. P. Beames said there was a history of neglect and unaccountable indifference to the maintenance of the fleet and Mr. L. Williams, the
managing director, had been -uncommonly stupid" but, on the credit side, he submitted that, following the illness of his father and the additional responsibilities imposed upon him, Mr. Williams had at last become fully aware of his duties to the LA and the public.
Mr. Beames read an independent report on the facilities and maintenance staff position and the arrangements made with garages on its main operating routes for breakdown repairs. It unreservedly withdrew any allegations which had unwittingly been made previously against Automobile Palace (Trucks) Ltd., Llandudno, a most efficient repairer whose services Grey Motors would continue to use.
Invited by the LA to speak on behalf of his company, Mr. R. Wheeler, service manager, Automobile Palace (Trucks), said he accepted the retraction and indeed his business had increased so much that it would be difficult now to take on the Grey Motors contract.
Support for the application was given by Mr. J. L. Gilbert, regional transport officer, British Oxygen Co. Ltd., Birmingham, who said he was given excellent service and any curtailment would cause his company a great deal of trouble.
Reserving his decision, Mr_ Hodgson said he would have to impose some kind of penalty but he would take into account what had been said on behalf of the company at this final hearing.
