Which of the following most accurately describes the problem?

• At a 178 inquiry in Edinburgh on Monday the Scottish (Southern) LA, Mr. A. B. Birnie, suspended one vehicle for one month, revoked one vehicle, both on B licence, and revoked one C licence vehicle, all belonging to Robert Anderson (Public Works Contractors) Ltd., of Armad ale. The vehicles were revoked because of insufficient use.

Five vehicles were inspected recently; three of them were given immediate prohibitions and two were delayed. Mr. Robert Anderson claimed that the vehicles were on very heavy work and that this made efficient maintenance difficult. Mr. Birnie did not regard heavy work as a good reason for using unsound vehicles. He said he would look personally at future applications and the firm would lose its right to any automatic grant which might have otherwise been claimed.
