• Tough action against fly-tippers is promised by Parliament.
MPs have approved the Control of Pollution (Amendment) Bill, introduced by Labour's junior transport spokeswoman, Joan Ruddock MP which is designed to stop dumping of waste and rubbish on rural and urban sites. It is due to receive royal assent in the next few weeks before the parliamentary summer recess starts at the end of July.
The anti-fly-tipping Bill will be followed by a "green" legislation next year which will curb illegal waste dumping by "cowboy" operators.
