Which of the following most accurately describes the problem?

QOne of my vehicles was stopped by a policeman who directed the vehicle to the Testing Station. The examiner there imposed an immediate GV9 on the tractor for three defects. We have now received a summons from the police for using the vehicle on the road with a cut tyre; loose brake chamber; and an inoperative stop light. Is it usual practice for the police to do this and is it legal?
