Which of the following most accurately describes the problem?

• Bus operators throughout Britain have been asked to support a strike-breaking mutual-aid scheme. The Bus and Coach Council reports a widespread response to an urgent questionnaire sent to all its members last week to gauge their support for a "cascade" plan.

Under the cascade system, vehicles drafted in to run services in an area hit by a transport strike are replaced by others from a neighbouring operator.

The BCC stresses that the system would apply to the whole country, but London presents particular problems, as most available vehicles have been booked on transport-strike days.
