Which of the following most accurately describes the problem?

• Tuffnells Parcels Express is looking to expand into contract distribution because of a downturn in the parcels market.

The company has already signed its first contract "which is on the thin dividing line between parcels and distribution", says Tuffnells managing director Paul Gregory.

The three-year deal, with BP Travel Trade, is to distribute holiday brochures from Folkestone to High Street travel agents around the UK. It was formerly handled by the Post Office.

No new vehicles will be purchased to help the company move into contract distribution. Instead, the firm will draw upon its 150-strong Independent Express operating fleet, which Tuffnells took (wer in November last year.

Gregory hopes to boost the level of consignments handled by 25% from the current level of 8,000 a night to more than 10,000.

However, due to the downturn in the parcels market, Gregory also predicts Tuffnells rates may have to fall.

Tuffnells sales director Sue Blower says that the company plans to make use of a new short take-off-and-landing airport planned opposite its Sheffield head office. The airport, due to be completed in a year, would be used to take European consignments to Tuffnell's sister companies in Europe.
