Which of the following most accurately describes the problem?

LONDON Transport has now submitted its second fares increase proposal this year to the Greater London Council for approval.

LT hopes to realise £1 lm this year from the increase and about £40m in a full year. The changes will increase fares by about 121/2 per cent.

To cushion the blow, LT is also planning new off-peak benefits for regular travellers. In addition to incentives for underground passengers, LT is planning to launch a new, easy-to-buy weekly version of the London bus pass and the suburban pass to give "the weekly-paid worker" the freedom of London buses.

Negotiations with the staff on these proposals and how to implement the changes are due to start immediately.
