A MEASURE of freight could be moved off road transport, but it is not going to make a significant difference to the fuel situation, said Lord Lucas of Chilworth in the Upper House last week.
Certainly, he added, hauliers would argue that the other ways of moving freight would have to be more efficient.
Lord Lucas, who was speaking during a debate on energy, noted that the transport industry used no more than 20 per cent of each barrel of oil.
Must improve
It could, he said, be argued that if people were to be induced to use public or local transport, that service had to be vastly improved. The urban transport systems and the bus services were absolutely appalling.
It was not only a question of prices — and they were going way out of the sky — it was that those services were not reliable, went on Lord Lucas. They just did not arrive.
He was not interested in the reasons why. It was the job of the transport managers to overcome them. That was their opportunity to show their skills, and if they could not they would lose.
